Numerous unregistered clinics and diagnostic centers have sprung up in the alleys of Lalmonirhat.  Most of these do not have the necessary valid documents.  The clinic owners have turned the medical service into robbery service by conniving with some unscrupulous doctors.  For a long time, the health administration has been showing failure in closing these clinics and diagnostic centers.

Some of the owners of these illegal clinics and diagnostic centers are local political leaders and some are retired medical officers and employees of government hospitals.  The clinic business is running under their umbrella and in exchange for the monthly salary taken by the health department.  Illegal clinics often give wrong treatment.  There is no end to the examination if there is a common disease.  This exam is that exam.  Caesar is not needed, but Caesar is still happening.  A newborn baby being dragged out.  Various cases of limb loss and loss of life are also happening while performing cesarean section.  Illegal clinic diagnostic centers are like slaughterhouses.

According to the Health Department sources, apart from the clinic license, the other licenses to be obtained include, environment department certificate, tax receipt, income tax return, fire service license, pharmacy operating license, environment license, generator license, cafeteria and laundry license, blood bank.  License, Boiler License, Commercial License, BSTI License, Trademark License, Deep Well License, Atomic Energy Commission License, RCO License, Medical Waste Management License, Narcotics License, Local Authority NOC etc.

Again, to get the registration of the clinic, it is necessary to have physical facilities, full-time doctor, dilpoma nurse, ward boy, nanny, cleaner including necessary manpower, equipment, hygienic environment.

According to sources, a 50-bed clinic approval would require 4,000 square feet of 80 square feet of beds per patient ward.  Also, there should be at least 13 rooms including OT room, post operative room, wash room, instrument room, labor room, waiting room, reception room, office room, changing room, sterilizer room, storage room.  Also, there should be separate requisite number of toilets for men and women, wide staircases, elevators in case of buildings (more than three floors) with generators if necessary.  It is essential to have air-conditioned facilities, OT tables, adequate OT lights, soccer machines, anesthesia machines, diathermy machines, emergency medicine trays, running water, oxygen, IPS facilities, general waste, sharps waste, sterile waste, liquid waste, etc. in the OT room.  .

Manpower Structure There should be expert doctors, three duty doctors, six diploma nurses and necessary manpower.  But without paying attention to these rules and regulations, clinics and diagnostic centers are being built overnight by renting houses and paying money to the health administration.  Fraud is rampant in the name of medical care.

The district’s conscious circles and common people have strongly demanded to run mobile courts in every clinic and diagnostic center and bring them under government rules and regulations.

Alauddin Al Azad, general secretary of Bangladesh Private Hospital Clinic and Diagnostic Owners Association, said that the number of clinics and diagnostics in Lalmonirhat district is 69.  I believe that these clinics and diagnostic centers have valid licenses.  However, all clinics and diagnostic centers need to be run according to the rules and regulations of the Department of Health.
