Even though it is January of the new year, lakhs of students studying in primary schools in the district have not received books. Of these, no books have reached any of the fourth and fifth grade students. Although pre-primary to third grade students received books at the beginning of the year. Due to the non-reach of books to the fourth and fifth grade students, the teaching of lakhs of students is being severely disrupted. After February, all educational institutions in the country are closed for the holy month of Ramadan and Eid-ul-Fitr throughout the entire month of March. Due to which there is extreme uncertainty about the completion of the subject-based syllabus of fourth and fifth grade students.
District Primary Education Officer Mohammad Shahin Mia says that although the books for fourth and fifth grade have reached one or two upazilas, no one can say when the books will arrive in all upazilas. However, he said that as soon as he receives the books, he is delivering them to the educational institutions. Although teaching is disrupted due to the non-arrival of fourth and fifth grade books, the education officer is hopeful that if the teachers are sincere, they will be able to make up for the learning deficit. However, he expressed hope that books for fourth and fifth grade students will reach all upazilas next week.
From the book demand letter sent by the District Primary Education Officer to the Ministry of Primary and Mass Education, it is known that about 53,288 students of fourth grade in the district need 3 lakh 19 thousand 728 books and 51 thousand 440 students of fifth grade need 3 lakh 8 thousand 640 books. Books of 6 subjects provided by the Ministry of Primary and Mass Education are taught in fourth and fifth grade in 654 primary schools in the district. In the current 2025 academic year, 6 lakh 28 thousand 378 copies of books are required for 1 lakh 4 thousand 728 students. Meanwhile, the main reason for not receiving books this year is the delay in printing books due to the revision of new books and changes made to some books after the fall of the Sheikh Hasina government. Although 51 percent of the books have reached primary schools in the district by January, not all the books have reached secondary schools. According to the information from the District Primary Education Office, there is a demand for 12 lakh 90 thousand 824 books for students of 656 government primary schools in Cox’s Bazar. Of these, 6 lakh 60 thousand 666 copies of books have reached. 6 lakh 30 thousand 168 copies of books have not been received yet. The rate of receiving books in primary schools is 51.18 percent. However, no books for secondary schools have reached Cox’s Bazar so far. According to the District Primary Education Office, the demand for books for 656 primary schools in 9 upazilas in Cox’s Bazar was 12 lakh 90 thousand 824. Out of these, 6 lakh 30 thousand 168 books have reached. At the beginning of the year, only books for pre-primary, first grade, second grade and third grade arrived in the district. No books from fourth to ninth grade have reached Cox’s Bazar. The District Primary Education Office has confirmed that no books for fourth and fifth grade of primary school have arrived at the District Primary Teacher’s Office. In Cox’s Bazar, 100% of the books have reached Cox’s Bazar against the demand of 47,420 books for pre-primary classes. 100% of the books have been allocated against the demand of 1,52,301 books for the first class. 100% of the books have been allocated against the demand of 1,52,115 copies of books for the second class. 3,08,820 books have reached against the demand of 3,10,520 books for the third class students. There are 1,800 books remaining. There is a demand of 3,19,728 books for the fourth class students but no books have been allocated against the demand. In addition, the District Primary Education Office said that no books have been allocated against the demand of 3,840 books for the fifth class students so far.
By January, the upazila-based book receipt rate was 50.96 percent in Cox’s Bazar Sadar Upazila, 51.24 percent in Ramu Upazila, 50.13 percent in Eidgaon Upazila, 51.48 percent in Chakaria Upazila, 51.71 percent in Pekua Upazila, 52.28 percent in Kutubdia Upazila, 51.80 percent in Maheshkhali Upazila, 50.32 percent in Ukhia Upazila, and 49.87 percent in Teknaf Upazila.
