Gautam Kumar Das illegally became Junior Health Education Officer by joining the post of Health Assistant in Jhalkathi Civil Surgeon office. He embezzled lakhs of rupees from the government by cheating the government department by changing the post from the salary scale fixed by the government. As a millionaire, he has built several paved buildings in Jhalkathi district town. There are also allegations against him of illegally building huge wealth through irregularities and corruption.
According to the investigation, Gautam Kumar Das, Junior Health Education Officer of Jhalakathi Civil Surgeon’s Office, after taking the post of Health Assistant, changed his post to Health Educator illegally and again illegally changed his post to Junior Health Education Officer. Such a change of post is contrary to the appointment rules of the Health Education Bureau of 1995. In this regard, Department of Health Education Bureau Memorandum No.-4460 dated 31/01/2022, No.-1489 dated: 02/07/2013, Miscellaneous circular from the Directorate of Health/2021/5384 dated: 18/11/2021, Ministry of Health Circular No.-1417 Date-26/09/2017A, letter No-5410 Date-6/11/2013, and Memorandum No-8060 Date-22/8/2019 from the Department of Health, change of post from Health Assistant is completely illegal.
Hasan Dulal, cashier of Hijla upazila of Barisal district (on his own salary) applied to the director general of health department to change his position from health assistant and get regularization and scale, the application was rejected in the letter No. 35191 dated 8/6/11 of health department. Also, if Hafizur Rahman of Tala Upazila of Satkhira district is promoted/posted to the post of cashier, the office of the Controller General of Accounts issued a memorandum No. 3516 dated 23/05/11 to the Ministry of Health to change the post from health assistant to the post of cashier and take account of the hire scale. He exerted pressure on the office and caused significant financial losses to the government. There is an instance of Ministry of Health’s Memorandum No. 1035 dated 9/6/2011 instructing the Director General, Directorate of Health to take necessary measures in this regard.
From the Directorate of Health, he sent a letter to all the offices in memo No. 2262 not to fix salary illegally without following the recruitment rules dated 15/8/1985. Under these circumstances, Gautam Kumar Das- Illegally changed the post of Health Assistant to Health Educator and then promoted to Junior Health Education Officer to take higher scale: causing financial loss of crores of rupees to the government which was requested to collect the excess amount and deposit it in the government treasury. . The health assistants appointed with him are now health inspectors and their basic salary is now 21-22 thousand taka whereas the basic salary of Gautam Kumar Das is 43-44 thousand taka. which is fully recoverable. He has built a mountain of wealth with illegal high salary by changing positions, owning several brick houses in other districts and owning brick kiln business partners. The conscious community of Jhalkathi has demanded to take effective measures to prevent wastage of government money through proper investigation. Denying these allegations, Gautam Kumar Das said, I have been recommended and appointed in serial no. A party may make such false allegations for its own personal gain.
