Morshed Alam Russell, son of the late Zahirul Haque of Uttarkul village of Laksam municipality, has written to various departments, including the Cabinet Division and the District Commissioner, on Sunday, December 29, to take necessary action against the corruption of Laksam Upazila Assistant Commissioner (Land) Sifatun Nahar and Union Assistant Land Officer Saiful Islam, alleging that they were harassing the general public by issuing registration certificates at lightning speed through corruption, contempt of the High Court’s judgments and decrees, abuse of power, wasting time, and other allegations.
The written complaint states that my father Zahirul Haque acquired a total of 90 percent of land, including 8 percent of plot 512 of B.S. Churanta 222 of Khatian No. 295, Uttarkul Mouza, from his father Nurul Haque in registered deed No. 10918 dated 16/06/2000. He then sold 6 percent of land of plot 512 to Ahidur Rahman and Maharam Ali in deed No. 20901 dated 21/12/2003.
My father did not sell the remaining 2 hundred to anyone. After my father’s death, we have been the owner and possessor of the said land by inheritance. But mysteriously, without giving us any notice, through illegal financial corruption, Union Assistant Land Officer Saiful Islam and Upazila Assistant Commissioner Land Sifatun Nahar gave the said 2 hundred land in the name of Mosa Parul Akhter through Namzari Case No. 12330/23-24 and Namzari Khatian No. 868.
Although several civil suits filed by the said Parul Akhter Gang were dismissed, the said Namzari Khatian was created by paying illegal bribes to the above dishonest officials of the Laksam Land Office. Whereas the Civil Suit No. 70/2004 filed against us in the learned Judge’s Court of Comilla and the latest suit No. 264/2021 filed by the said Parul Akhter Gang were dismissed bilaterally on 29/01/2023. Then, through cunning corruption, on 28/05/2024, the said land was applied for Namzari and within just 8 working days, Namzari Khatian No. 868 was illegally created on 09/06/2024, which is lightning fast! And the impact of illegal transactions. After knowing this, I made a written application to ACLAND Laksam on 03 July 2024 for the cancellation of the said Namzari Khatian. But he wasted time in taking action. He did not treat us as government officials during the hearing.
I submitted a copy of the judgment in the latest civil case No. 264/2021 to ACLAND and requested to cancel the said name issuance khatian, but ACLAND, illegally benefiting financially and harassing us for mysterious reasons, ignored the judgment-decree of the High Court and, citing the ongoing appeal, upheld the disputed name issuance khatian No. 868 on 18/11/2024 without canceling it, and again suspended the collection of rent and name issuance of the said khatian. Which is tantamount to contempt of the High Court.
As a government official, he is tarnishing the reputation of the local government by abusing his power.
Stating that I and my helpless family have been harmed and harassed due to the corruption of AC Land Sifatun Nahar and Tehsildar Saiful Islam, the victim Morshed Alam Russell has appealed to Laksam Upazila Assistant Commissioner (Land) Sifatun Nahar and Union Assistant Land Officer Saiful Islam to prevent the harassing activities of the public and take necessary measures against their corruption.
