Noakhali Sonaimuri Upazila No. 4 Bargaon UP Administrative Officer (Secretary) Kamrul Hasan’s deep conspiracy-instigation and extortion tactics led by local terrorist Mir Hossain Badsa led by 20/25 youth armed attack to drag out entrepreneur Md Shahparan and lock the digital center. Complaint received. According to complaints and local sources, Union Digital Center entrepreneur Md. Shahparan has been providing public services in accordance with government rules and regulations since 2011 with great reputation and efficiency. The signature of the administrative officer (former UP secretary post) is mandatory in the application related to birth registration, death registration and correction, trade license, various certifications, from the citizens of the union and various service aspirants, without following the government rules and policies, starting from a minimum of 2000 taka to several thousand in special fields. Bargaon UP administrative officer Kamrul Hasan does not sign any application or provide the certificate required by the citizens without receiving any objection from the service aspirants. The administrative officer does not sign or advance it without permission. There are allegations of extorting lakhs of rupees from various people who came to seek services by talking about correction of birth registration.

The chairman of the council and the members of the council could not stop taking advantage of Kamrul Hasan even after meeting several times. As Kamrul Hasan’s house is in Kabirhat Upazila, since last few years he has been impersonating District A-League Secretary Ekramul Karim Chowdhury and bridge minister in various irregularities, bribery and extortion. There are widespread complaints of embezzlement. Based on the verbal complaints of the service aspirants about taking bribes from various service aspirants, even after the chairman and members of the Union Parishad warned the administrative officer Kamrul Hasan about it several times, he did not refrain from taking any unethical bribe. The gourd that remains is the pumpkin! This created anger in the public mind. Kamrul Hasan indulged in a deep conspiracy with a furious attitude against the founder of Digital Center, Md. Shahparan, to cover up his unethical bribery, corruption, etc. As part of the conspiracy, recently on 5th August’24 after the fall of the state situation and the A-League government, he established relations with the local alleged terrorists and on Tuesday 17th August’24 around 11 o’clock in the presence of the administrative officer of Union Parishad Kamrul Hasan, the dead Mustafa member of the local Rajibpur Paschim Para. 20-25 terrorists under the leadership of son Mir Hossain Badsha (30) entered the Union Digital Center suddenly and dragged the entrepreneur Md. Shahparan out of the Digital Center with a show of intimidation and locked the Digital Center and stopped the service activities. At that time, the administrative officer Kamrul Hasan was sitting on his chair and smiling. Many of the locals also released video footage of the incident on their mobile phones, which reached this reporter. After the incident, without any dispute, the administrative officer took the key of the digital center lock from Mir Hussain Badshah. In this regard, a settlement with UP administrative officer Kamrul Hasan and Mir agreed.
It has been alleged that Hossain Badsha Gong was offered money in various ways to Shahparan to continue his duties at the Digital Center. Many of the locals, who did not want to reveal their names, expressed their opinion that everything happened at the behest of the administrative officer. Even after a few days passed, the administrative officer Kamrul Hasan did not inform the chairman, members or related authorities about the incident at the Digital Center. According to another source, entrepreneur Shah Paran was engaged in a deep conspiracy to remove the responsibility of the digital center and appoint the person of his choice. Because Kamrul Hasan failed to get signatures on the resolution, Bargaon Union Parishad, which consists of the chairman and members, shared his voice in this regard in the WhatsApp group. Also, another source said that regarding the ID of the registrar regarding birth and death registration, the chairman of the union Kamrul Hasan himself has been using ID with PIN number and administrative officer (former UP secretary post) ID with PIN.
In the last 2/3 years, in the name of revising the birth registration age, there are widespread rumors of misappropriation of lakhs of rupees along with harassment of the service aspirants. When asked about this incident, No. 4 Bargaon UP Chairman Samchul Alam said, “I am out of the area on special work. The entrepreneur Shahparan informed him about the incident of locking the digital center, but the administrative officer Kamrul Hasan did not tell him anything. We do not have the authority to not keep the entrepreneur Shah Paran, only the concerned authorities. However, for a long time, I have discussed with the members of the Parishad and requested them to refrain from taking extra money from the administrative officers for taking signatures on the birth and death registration, certification application and from the service aspirants. But who listens to whom? Kamrul Hasan has been angry with Shah Paran for a long time. As a result of which this incident may have been organized. Various influential people of the area taking the side of Mir Hossain Badshah Gong and the administrative officer are pressuring me in different ways on the mobile phone.
In the meantime, the administrative officer wrote the objective resolution and tried to get the signatures of the members including me. When asked about the incident, the administrative officer Kamrul Hasan avoided the topic and instead expressed his anger about the entrepreneur Shah Paran. After the incident, the entrepreneur Shah Paran filed a written complaint with the concerned authorities along with the Upazila Nirbahi Officer. In this regard, Upazila Nirbahi Officer Kaniz Fatema said, I am aware of the matter and necessary measures are being taken to provide regular services to the digital center.
