Since the Awami League government’s head Sheikh Hasina fled to India on August 5, Awami League allies have been conspiring to tarnish the image of the current government by taking various forms in various institutions. Although Awami League allies have been reformed in various government institutions, the government-run family planning and health service organization BAVS has been deprived of reform. The organization is controlled by Dr. Abhishek Biswas, a friend of the fascist Awami League, Manager Gopalganj Branch, Md. Shahanaz Nazneen Babli, Counselor Gopalganj Branch, and Awami League leader and reserved female member of the Awami League, District Council Gopalganj, Kaushik Biswas, Accounting Officer, Dr. Prakash Kumar BAVS Siddirganj, Dr. Mahadi Hasan Manik BAVS Chandpur, Dr. A. Malek BSVS Barisal, Md. Azad Sharif, Accounting Officer BAVS Head Office, Md. Iqbal Hossain, Accounting Officer BAVS Gopalganj District. On Saturday, 18/01/2025, Dr. Nazrul Islam, Deputy Director Finance (BAVS), told the speaker that BAVS is a family planning and health service organization run by the government. BAVS was established in 1974 and provides family planning services nationwide through 34 clinics. From 1974 to 1991, BAVS was run with USAID funding. Since 1992, BAVS has been run with funds allocated under the GOB (Development) sector of the Operational Plan of the CCSDP Unit of the Department of Family Planning. Since 1992, the Additional Secretary/Joint Secretary/Senior Deputy Secretary of the Health Education and Family Welfare Division, Ministry of Health and Family Welfare, has been managing the administrative and other overall activities of BAVS as administrators.
Currently, family planning, maternal and child and other health services are being provided through 18 clinics across the country. Every year, BAVS provides family planning, maternal and child and other services to 1,52,000 service recipients through 18 clinics. BAVS Dhaka and its branch offices are being run by some corrupt people and Awami Fascist government allies and this organization has led various misdeeds by bringing 18 clinic employees to the Dhaka head office with the proposal to take them into the government sector and forming a human chain. They have been staying in Dhaka, stopping medical services at BAVS Mirpur Mother and Child Hospital and engaging in other immoral activities against the institution. The conspirators have closed the main gate of BAVS Mirpur Mother and Child Hospital. As a result, service recipients, pregnant mothers and other patients coming to the Mirpur area have been deprived of medical services since 04/01/2025. The conspirators are occupying the cabins of the hospital with more outsiders and are engaging in immoral activities in the cabins. The conspirators locked some officials in the head office and BSVS Maternity Hospital in the office room, forced them to sign their resignation letters by threatening them and forcing them to leave the office after keeping them inside the room for 3 hours. 11 officials/employees including the head office program coordinator are not allowed to enter the office. Due to the conspirators, BAVS Mirpur Mother and Child Hospital has been deprived of income of 30 lakh taka from 01/01/2025 till date and pregnant mothers and children and other patients are being deprived of medical services. As a result, pregnant mothers and children and other surgery patients are expressing great anger due to the closure of the hospital gate and are forced to go to other private hospitals. The allegations made by the conspirators against BAVS against the Deputy Director (Finance) of the head office are completely false, fabricated and baseless, in reality, the stay of the Deputy Director (Finance) of BAVS in Dhaka with all the managers under the leadership of Dr. Malek is not just a demand for salary or governmentization, there is some other evil motive such as the business of private sector clinics. BAVS’s maternity clinic has been providing pregnant mothers and children and other health services in the greater Mirpur area for the last 20/25 years with a good reputation at low prices. This is harming the business of private clinics. Leaving the workplace and staying in Dhaka from 4/1/2025 without the permission of the authorities is against the service discipline. Stopping the car of an additional secretary and raising various slogans and staying in Dhaka without returning to their workplace according to the committee after the discussion is a form of misconduct. Dr. Such activities should be stopped now under the leadership of Malek. Otherwise, chaos will be created among the employees. Family planning services will be disrupted at the field level. The conspirators against the BAVS institution are the allies of the fascist Awami League government and the Daivi League. The conspirators, in collusion with other NGOs and private hospitals, have secretly engaged in a conspiracy to close 18 clinics of the BAVS institution and the BAVS Mirpur Maternity Hospital in exchange for a large sum of money.
