Dinajpur Railway’s Assistant Executive Engineering Officer (AEN) Narayan Rasad Sarkar has been accused of arbitrariness in the recruitment and layoff of workers. Some of his activities have raised questions about the reputation and administrative discipline of the railway.
It has been alleged that he has taken the decision to recruit and lay off temporary workers unilaterally, which is in conflict with the established rules and regulations of the railway. Among these, on February 19, 2024, there is an allegation that an experienced worker named Shahidul Islam was laid off and an incompetent worker named Nur Habib, an eighth-grade pass (temporary trolleyman), was appointed.
The workers have expressed their anger in this regard, alleging that Narayan Prasad Sarkar has accepted financial benefits in the name of recruiting workers and making jobs permanent. The complainants claim that his activities are having a negative impact on the working environment and discipline of the railway. The workers have demanded immediate action against the Narayan Prasad government. They have demanded exemplary punishment by investigating his activities through the Anti-Corruption Commission and the relevant administration.
Dinajpur Railway Assistant Executive Engineer (A.E.N.) Narayan Prasad, commenting on the layoff and placement of workers, said that they can take these decisions directly. He also said that there were multiple allegations of moral and disciplinary violations against Shahidul Islam, so I have dismissed him.
However, according to the Bangladesh Railway Act, the Dinajpur Railway Assistant Executive Engineer needs the permission of the senior officer of the Bangladesh Railway Divisional Office, Lalmonirhat, to take any decision. He cannot take any decision without their approval.
Attempts were made to contact senior officials of the railway authority in this regard, but their comments were not received. The Divisional Manager (DRM) and Divisional Engineer (DEN) of Railways-Lalmonirhat were out of contact on phone.
It remains to be seen how the Railway Department will handle this situation now. They feel that if immediate action is not taken based on the complaints of the workers, it could have a long-term impact on the discipline and functioning of the Railways.
