Delwar Hossain, who is known as one of the favorites of former MP Haji AKM Bahauddin Bahar, has been dominating Kumek Hospital for 22 years. In other words, this Delwar has turned various irregularities into rules in a single domination. Despite the fall of the Awami government on August 5, Delwar is still in good health. Still the influence of his power has not abated. Awami Syndicate led by Delwar is still active in Kumek Hospital.
It is known that Delwar Hossain is the son of Nurul Islam of Sakhipur village of Shariatpur district. From 1992 to 2024, he has been working in Kumek Hospital. It is known that in 1992, Delwar Hossain started working as a cashier at Kumek Hospital. The post of Cashier is not eligible for promotion. From the post of Accountant or Senior Assistant, transfer to the post of Principal Assistant has been made on the basis of seniority. But there is no opportunity to be promoted from the post of cashier to any other post. However, he was illegally promoted to the post of chief assistant on November 13, 2014, violating the service rules during Delwar. He started using the doctor’s quarter of the hospital from the time he was a cashier. He used it for about 5 years.
Officially, Delwar Hossain Kumek is the chief assistant of the hospital but he is occupying two other posts of the hospital undeclared. He has become the chief assistant in violation of the government employment rules. Apart from this, he also has the post of hospital accountant and cashier under his control. Despite allegations of loss of crores of rupees through irregularities and corruption proved in the investigation of the health department, Delwar remained steadfast in his power.
According to local sources, he has become the owner of several crores of rupees according to the calculation of 9 land deeds in his own district Shariatpur and Chapapur Mauza of Cumilla by earning money irregularly during his long 22 years of working life in Cumilla. Among them, 100 yards south of the ACC Cumilla office is a 6-storey luxury building (24 units) in Delwar. Although this building has some shares.
Kumek sources also said that Delwar Hossain’s wife Mahmuda Akhtar is a school teacher. Meanwhile, in 2007, a senior staff nurse named Mahmuda Akhtar was transferred to Cumilla Medical Hospital. Introducing that senior nurse staff as his wife, Delwar Hossain applied for the admission of his daughter Kabnur Binte Kabir to Comilla Faizunnessa Girls’ Government School in ninth grade that year. Due to the similarity of his wife’s name with the nurse’s name, Delwar used it illegally.
Local sources also said that according to the rules, there should be a medicine shop inside the Kumek Hospital, but currently there are three shops there, which is against the policy. These shops are running at the behest of Delwar.
It is known that on October 22, 2020, Zakia Parveen, the deputy secretary of the administration-1 division of the health care department of the ministry, gave a letter to the director of the hospital. Kumek Hospital was the acting director at that time. Md. Mahbub Alam The letter ordered departmental or criminal case against Chief Assistant Delwar Hossain and requested to take necessary measures to prevent him from administrative and financial activities of the said hospital. But the hospital authorities did not take any action in this regard.
In 2020, the Directorate of Health found evidence of his extensive irregularities and illegal acquisition of wealth and released him on March 1, giving him 3 working days to join Chittagong Divisional Health Directorate. But Delwar Hossain filed a case in the administrative tribunal against the director general of the department, the health secretary and suspended his transfer order. At that time Kumek Hospital authorities also did not take any action against him.
On 17 November 2019, Director (Administration) of Dhaka Health Department, Dr. Md. Belal Hossain signed the charge sheet of the departmental case. 20/30 lakhs every financial year through fake bill vouchers for purchase and repair through various pads from various sectors. Delwar Hossain embezzled lakhs of taka through bill vouchers for the repair of CCTV cameras and intercoms every year. In addition, he performed the duties of making bill vouchers as a chief assistant and passing bill vouchers as an accountant and withdrawing money as a cashier. Moreover, Delwar embezzled about 2-2.5 lakh taka for AC/computer/intercom/other repairs. Besides, the investigation proved the allegations of buying some land in Shariatpur and Cumilla and buying a flat in Cumilla city. A complaint was filed against Delwar in the ACC, but he was acquitted. None of the employees at Kumek Hospital want to talk about his fear.
In this regard, the chief assistant of Kumek Hospital, Delwar said, these allegations are false. All complaints against me in the past have been resolved.
