Former senior secretary Dr. has been appointed as the new chairman of Insurance Development and Regulatory Authority (IDRA). M Aslam Alam. He has been appointed to this post for the next 3 years from the date of joining.
This information was disclosed in a circular signed by Kamrul Haque Maruf, Joint Secretary, Insurance Branch, Financial Institutions Division, Ministry of Finance, on Monday (September 9) by order of the President.
It is said in the notification, according to subsection-2 of Section-5 of the Insurance Development and Regulatory Authority Act 2010, the former senior secretary Dr. M Aslam Alam has been appointed on contractual basis as Chairman of IDRA for a period of three years from the date of joining or till he attains the age of 67 years whichever is earlier subject to severance from all other institutions and organizations. His remuneration, allowances and other terms and conditions shall be determined by an agreement executed with the Government.
Earlier, the post of chairman became vacant when Zainul Bari, the former chairman of IDRA, resigned last Thursday.
Former Secretary Zainul Bari was appointed as Chairman of Insurance Development and Regulatory Authority on 15 June 2022. His term was scheduled to expire on June 14, 2025.
In November 2012, M Aslam Alam was appointed as the Secretary of the Financial Institutions Department. In March 2016, the then governor Dr. He was also removed from the post of secretary along with Atiur Rahman.
Dr. M Aslam Alam was the Chairman and Executive Director of Bangladesh Institute for Information Literacy and Sustainable Development (BIILSD).
The former civil service officer has served as the Rector of the Bangladesh Public Administration Center (BPATC) and the BCS Administration Academy as a catalyst for public service capacity building for the SDGs.
He served as the Secretary of the Financial Institutions Division (BFID) and the Secretary of the Ministry of Disaster Management and Relief, Ministry of Finance, Government of Bangladesh.
Served as Director General of Land Records and Survey Directorate and Director General of Prime Minister’s Office-3.
He worked with UNDP/UNOPS for four years as Senior Program Manager of the Disaster Management Program (CDMP). He also played a role in rural development.
Aslam Alam acted as a catalyst for digitization of special libraries at the government level. He has been instrumental in digitization of libraries of many ministries, departments and autonomous bodies. He is playing a leading role in Bangladesh’s information literacy movement as well as creating awareness for the fourth industrial revolution.
Dr. Aslam Alam holds a PhD in Social Science and Policy (Environmental Policy) from the University of New South Wales, Sydney, Australia. Prior to his PhD, he completed his MA in International Relations specializing in International Economic Cooperation from the International University of Japan (IUJ).
He holds M.Com and B.Com (Honours) degrees in Accountancy from Dhaka University. He has taken several professional trainings at home and abroad including Executive Education Program at Harvard Kennedy School.
He has presented numerous research papers in various academic and professional conferences/seminars/workshops in the country and abroad.
