Environment, Forest and Climate Change Minister Saber Hossain Chowdhury said that all countries should find a way to implement the Cop29A Fund to ensure timely distribution of Loss and Damage Fund to meet climate change damage. He stressed the need to take effective steps to finalize new climate finance targets, complete Article 6 carbon market rules.

The Environment Minister said this while addressing the closing session of the two-day Head of Delegation Retreat Program held in Shamakhi, Azerbaijan on July 27. Minister Mukhtar Babayev, nominated by the COP29 Azerbaijan Presidency to represent Least Developed Countries (LDCs), spoke on behalf of the LDC countries.

The Environment Minister said that climate change is not only a threat but also an existential challenge for mankind. Emphasizing the severe and widespread impacts already felt in various LDCs, these adverse impacts are only the beginning of a much longer challenge.

Saber Chowdhury noted that the world is not in line with the 1.5 degree Celsius temperature target. He called for subsequent Nationally Determined Contributions (NDCs) to align with the 1.5°C target and highlighted the importance of building trust among countries through clear support mechanisms for NDC implementation. He said that the upcoming COP29 to be held in Baku is a test for the COP process where there is no chance of failure.
