Administration is not able to lease Jaldhara Jalamhal in Dharmapasha

Mubarak Hossain, Dharmapasha Sunamganj Correspondent: It has been alleged that the Upazila Water Mahal Management Committee has failed to lease the Jaldhara Jalamhal of Dharmapasha Upazila of Sunamganj in the face of various objections from Sunamganj-1 Constituency Member of Parliament Moazzem Hossain Ratan. On Tuesday 04-10-2022 at around 11:30 a.m. in the Upazila Agriculture Officer’s office, in the meeting of the Upazila Jalmahal Management Committee, he proposed to the UNA to collect this Jalmahal through special collection instead of leasing it, so the administration could not give it a lease. Even after five and a half months of 1429 Bangla, the members of the Dakshin Salop Fishermen’s Co-operative Society of the upazila on the bank of the river have not received the lease. According to the policy, the upazila administration was supposed to complete the leasing process of Jalmahal by the 1st month of this year. According to Dharmapasha upazila administration and local residents sources, when the notice was published to lease nine water bodies under 20 acres for 1429-1431 Bengali year, Syed Sabuj, the secretary of the association applied on behalf of the upazila’s Dakshin Salop Fishermen’s Cooperative Association as a riparian association. Later, on April 28, through investigation by Upazila Assistant Commissioner (Land) and Senior Upazila Fisheries Officer and Upazila Cooperative Officer, they gave a report on South Salop Fishermen’s Association about the eligibility to get the Jalmahal lease. Upazila Jalmahal Management Committee meeting was held on August 4. In this meeting, it was decided to lease six water bodies out of the nine notified water bodies under 20 acres of the upazila. A few members of the upazila reservoir management committee, known as followers of parliament member Moazzem Hossain Ratan, raised various objections in the meeting and decided to re-investigate the upazila’s Jaldhara reservoir, Baria river reservoir and Kodalia Pekua Debua canal reservoir. The head of the investigation committee, senior upazila fisheries officer Salmon Hasan Biplab, submitted a report to the upazila executive officer (UNO) on September 13 that the upazila’s Dakshin Salop Fishery Association is qualified and eligible to receive a lease in the upazila’s re-investigation. After that, an emergency meeting of the Upazila Jalmahal Management Committee was supposed to be held on September 15. But when the local member of parliament Moazzem Hossain Ratan wanted to attend the meeting as the chief advisor of the Upazila Jalmahal Management Committee, the meeting was postponed. Last Tuesday (October 4) at around 11:30 a.m., a meeting of the Upazila Jalmahal Management Committee was held in the Upazila Agriculture Officer’s office auditorium. Local MP Moazzem Hossain Ratan attended the meeting. At the beginning of the meeting, he proposed to the UNO to give the Jaldhara Jalmahal through Khas collection instead of leasing it to prevent the deterioration of the law and order situation. When the UNO disagreed with this, the member of parliament immediately spoke to the Deputy Commissioner of Sunamganj over the phone. Later, it was decided in the meeting to send a report to the District Commissioner for taking further necessary action regarding the Jalmahal. Syed Sabuj, secretary of South Salop Fishermen’s Cooperative Society, said, “Our society is a worthy society on the banks of Jaldhara Jalmahal. From 1423 to 1428 Bangalabd, we legally occupied the Jalmahal for six consecutive years, subject to the payment of all lease dues. During that period, the member Sangsya Mahedoy was the chief advisor of the Upazila Jalmahal Management Committee. He is still the chief advisor. But this time the member of parliament is using the influence of power unethically. He disregards the law and is indulging in illegal efforts to hand over the Jalmhal to his people for private collection instead of leasing it to us. Even after five and a half months of the year, the leasing process of the water palace is still pending. In this situation, the members of our association have to live an inhumane life with various problems with their families. He also said that because the water tower is unprotected, on the orders of an influential group, prohibited mosquito nets and current nets are freely killing mother and young fish from it. The government is also being deprived of revenue. In this context, Dharmapasha Upazila Executive Officer and President of the Upazila Jalmahal Management Committee. Muntasir Hasan told reporters that he has tried his best to lease the Jalmahal according to the policy. But it cannot be leased in the face of various objections from the local member of parliament. The report will be sent to the Deputy Commissioner for taking further necessary action in this regard. Local MP Moazzem Hossain Ratan told reporters that the two sides are in a bitter position over the Jaldhara Jalmahal. He is trying to reconcile the two sides so that the law and order situation does not deteriorate. He has no personal interest in it. Various lies are being spread about him.
